КЯХТА (Kyakhta) In 1792, customs from Irkutsk was transferred to Kyakhta. Through Kyakhta, cloth, manufactory, fur products and yuft (a type of Russian leather) were exported to China, The region where Kyakhta stands is a natural location for Russo-Chinese trade. The Siberian River Routes connect the fur-bearing lands of Siberia to Lake Baikal. From there, the Selenga River valley is the natural route through the mountains southeast of Lake Baikal out onto the plains of Mongolia. It also has textile, lumber, and food-processing plants. Imports from China were mainly tea, with silk and cotton fabrics and porcelain delivered in small quantities. For a long time (about a century) it was Kyakhta who supplied tea to all of Russia and almost had a monopoly on Western Europe3 (With help from Tanya Flow).

TOBAP (Goods) ... however it may be "ТАможня ПРИграничной ТОрговли" (frontier trade customs). and Tanya Flow informs me that in Russia since 1811, 11 customs districts were formed along the European border, to which another 2 districts were added in 1816, and in 1818 three (subsequently 4) districts along the Asian border." So the letters ТО could mean ТАМОЖЕННЫЙ ОКРУГ (Custom District), as well as ТОВАРЫ (goods). However one should note what looks like a To on the seal is probably T o where o replaces the normal * separator.
